Use of the protocol, its structure, or its implementation requires an active license issued by CRAIGS LLC.

Exploration is unrestricted. Implementation is governed.

Pilot licenses may be issued for controlled validation of the protocol under real conditions.

Commercial deployment, integration, or derivative use is not permitted without explicit authorization.
